Toch dient dat document op enigerlij wijze toegankelijk
worden gemaakt; dat deed ik door de tekst van de pdf-file
om te zetten in een word-document, zodat met de word-zoekfunctie
(Ctrl+F) in de tekst kan worden gezocht op trefwoord.
Een voorbeeld vind je hieronder voor de
"trefwoorden": "social
cohesion", "social integration", en "social

Deze citaten zijn van belang,
omdat voor velen niet duidelijk is dat het "interne
veiligheidsbeleid" van de Min.Jus. volstrekt
contraproductief is voor de doelen die hij zoekt te
dienen, zulks zeker daar waar dat beleid in strijd is
met (nog immer afwezig, deswege hoogst urgent nader te
formuleren) sociaal zekerheids-, integratie- en/of
cohaesiebeleid.
De samenhang van het bevorderen
van interne veiligheid ten koste van sociale cohaesie,
en het averechtse effect van de wijze waarop op de
bevordering van die interne veiligheid zelf moge hierin
duidelijk naar voren treden.
Ik geef een recente casus:
Een Afrikaanse man is een samenleving aangegaan met
een Nederlandse vrouw; uit de samenleving zijn ergo twee
Nederlandse kinderen geboren.
De man heeft van DAZ een
tewerkstellingsvergunning verkregen, de bij de
Vreemdelingendienst aangevraagde verblijfsvergunning
wordt geweigerd, tegen welke weigering bezwaar werd
ingesteld, en waarop nog niet werd beslist.
De man wordt in
vreemdelingendetentie genomen. De vrouw en de kinderen
helemaal overstuur. Waarom nou toch?!

De kinderen hebben geratificeerd

werknemer (arb.ovk) voor wie hij nota bene garant wil
staan; DAZ ziet geen weigeringsgronden; Immigratie
weigert op puur formele gronden toelating.
Gevolg: destructie van een
hoeksteen uit het fundament van onze
samenleving: het opblazen van
een gezindsverband; een aanslag op "duurzaamheid".

1) In particular, and in the
context of the basic conditions which foster an
environment for the formation and growth of sustainable
enterprises, it is important that governments establish
a functioning social security system for providing
protection to and the well-being of workers and their
families. There is no single right model of social
security but social security is recognized as a basic
human right and a fundamental means for creating social
cohesion and thereby helping to ensure social peace and
social cohesion. As concluded by the International
Labour Conference, “social security, if properly
managed, enhances productivity by providing health care,
income security and social services … it is an
instrument for sustainable social and economic
development. It facilitates structural and technological
changes which require an adaptable and mobile labour
force. It is noted that while social security is a cost
for enterprises, it is also an investment in, or support
for, people”.
2) From a microeconomic point of
view it is easy to make the case that people that are
healthy, work in a safe workplace, enjoy basic income
security and enjoyed a proper education, adequate health
care and nutrition provided or facilitated by the
national social security system while they grew up, are
more productive than others.
3) For instance, social security
spending could be partially financed from general taxes
as in the case of several countries in Europe and other
parts of the world, reducing the burden for employers
and workers.
4) Obligations to employees
under labour or social security laws and regulations
arising from the regular employment relationship shall
not be avoided through the use of labour-only
contracting, subcontracting, or homeworking
arrangements, or through apprenticeship schemes where
there is no real intent to impart skills or provide
regular employment, nor shall any such obligations be
avoided through the excessive use of fixed-term
contracts of employment.

improvements of workplace practices, including
introduction of rain guards (productivity enhancement),

Het ILO-rapport "THE PROMOTION
OF SUSTAINABLE ENTERPRISES - ILO-REPORT VI - 96TH
SESSION, 2007" is het jongste uit een reeks van
rapporten dat "sustainable enterprises" promoveert met
de nadruk op het (toe)nemen van de bijzondere
verantwoordelijkheden van met name de
werkgevers(organisaties) voor het afdwingen van een
overheidsbeleid dat de internationale regels van
natuurrecht respecteert.Vide citaat: "Conceptually, the
increased attention given to the role of business in
society is grounded in the basic message of sustainable
development, namely, that in the long term, economic
growth, social cohesion and environmental protection go
hand in hand" (Paragraaf 194, eerste volzin).
Dat is precies waar de R.K. Kerk
toe oproept: waardeer als goddelijk, casu quo
natuurrecht de internationale rechtsregels van de CMW;
en dat is precies wat hier te lande categorisch
geweigerd wordt.
Breng de (sub)strata van de
maatschappelijke (sub)sectoren met elkaar tot cohesie;
integreer werkwillige buitenlanders en werkloze
binnenlanders; zorg voor betaalbare sociale zekerheid
toegankelijk voor allen.
Bevorder het functioneren van de
tripartiseringsidee (Kolaborativo) in plaats van het
voeren van een politiek, welke erop ziet die
Kolaborativo te breken.
Onze Curaçaose economie heeft
een negatieve groei doorgemaakt, terwijl de
wereldeconomie in het afgelopen jaar is toegenomen met
3,5%, onze werkgevers moeten ophouden met het volharden
in de houding: "Als de politiek het niet wil is het
zinloos daar iets tegen in te brengen."
Er zijn teveel Curaçao'se
ondernemers, die -voor zichzelf goed- garen spinnen bij
"onduidelijk" -soms rechtstreeks fataal- overheidsbeleid,
dat niet altijd recht voor ogen heeft wat het "algemeen
belang" wel en degelijk vergt.
Zolang ondernemers niet in de
peiling hebben, dat het eigen belang -in ieder geval op
termijn- het best gediend wordt door het open oog voor
en het dienen van het algemeen belang, ook als dat op de
korte termijn wat minder winst zou moeten betekenen.
Zover is in ieder geval de
Curaçao'se handel niet ontwikkeld, laat staan naar
buiten toe, en naar een poltiek toe al helemaal niet.
Zegt dit rapport iets nieuws. Ja,
het zegt iets nieuws voor diegenen, die weten waar naar
te kijken. Dat was juist mijn vrees; het rapport zal
voorzienbaar niet worden gelezen door diegenen die dat
niet al weten, en die kennisname van de inhoud juist het
meeste nodig hebben voor een richtige oordeelsvorming.
Bovendien, jij kent "rapporten"
-meervoud- en hebt ze waarschijnlijk nog gelezen ook. Ik
weet zeker dat zulks geheel anders is voor de meeste
gezagsdragers begeven met staatsmacht aangaande onze
economie.
Ik wil dan ook dit ILO-rapport
als ijk- en uitgangspunt nemen voor een (tijds)pad op
weg naar duurzame sociaal-economische en culturele
ontwikkeling; dat is een uitgebreider
duurzaamheidsbegrip dan gebruikelijk wordt gehanteerd.
VOORWAARDELIJK VOOR
DUURZAAMHEIDSONTWIKKELING IS HET AANVAARDEN VAN EEN MEER
UITGEBREIDE VERANTWOORDELIJKHEID DOOR WERKGEVERS, DAN
DEZEN GEBRUIKELIJK GEWEND EN BEREID ZIJN AAN ZICH TE
TREKKEN.
En dat laatste is waar het wel
zeer precies om gaat; een conditio sine qua non.

Ik kan dan het artikel publiceren met het document in
het Caribbean Knowledge Center.Tussen haakjes, het
relaas van de Afrikaan in vreemdelingendetentie deed
mijn bloed weer koken. Het probleem is dat de man helpen
(als dat al lukt) is weer een veeg van de dweil terwijl
die kran openstaat. Ik wil zo graag die kraan dicht
draaien.In dat opzicht kan ik melden dat op Bonaire (eindelijk)
een organisatie is opgericht die gaat proberen de kraan
